Community Development Block Grants (CDBG)

ARRA provided an extra $1 billion for the CDBG program, using the traditional formula. Entitlement jurisdictions must submit substantial amendments to their 2008 ConPlans by June 5, 2009, and states must submit them by June 29. The public has 7 calendar days to review and comment on a proposed substantial amendment. Priority is for projects that can be awarded contracts within 120 days of a jurisdiction receiving a “Grant Agreement” from HUD.  A jurisdiction must “obligate” all of its extra CDBG money by June 30, 2009 and spend it all by September 30, 2010. In general, ARRA prohibits the use of ARRA funds, including this special CDBG money, for golf courses, swimming pools, zoos, aquariums, and casinos.
