HOPE VI Bill Expected on House Floor

The House’s HOPE VI reauthorization bill is expected to be considered by the full House on January 17. The bill, H.R. 3524, introduced by House Financial Services Subcommittee on Housing and Community Chair Maxine Waters (D-CA), was reported from the House Committee on Financial Services on September 26 (see Memo, 9/28/07).

The bill would make significant improvements to the HOPE VI program, including requiring a one-for-one replacement of all units, a right to return for current public housing residents, increased resident involvement requirements, and improved relocation requirements.

The Senate’s HOPE VI reauthorization bill, S. 829, which was introduced on March 8, 2007, has yet to be marked up by the Senate Committee on Banking, Housing and Urban Affairs (see Memo, 3/9/07 and 6/22/07). The Senate bill would make none of the improvements in the House bill but rather focuses on coordinating HOPE VI grants with improved educational opportunities.

It remains unclear what types of amendments will be offered on H.R. 3524 during House consideration. The House Committee on Rules is expected to release approved amendments on January 16. NLIHC anticipates issuing a Call to Action on the bill and proposed amendments prior to January 17.
