Hurricane Housing Provisions in Supplemental Spending Bill

On May 24, the House and Senate passed a new version of the FY07 supplemental spending bill. The bill, H.R. 2206, includes several provisions to improve housing assistance delivery in the areas impacted by the 2005 hurricanes.

Changes include an adjustment of public housing agencies’ (PHAs’) voucher renewal funding allocations (see related article elsewhere in Memo), an extension until December 30, 2007 of the waiver authority for PHAs to combine voucher and public housing funding streams, an extension until December 30, 2007 of the current waiver authority for tenant contributions and income verification for the disaster voucher program, a waiver of the 10% match requirement for certain federal funds in connection with the hurricanes, an extension of the placed-in-service date for Gulf Opportunity Zone (GOZone) low income housing tax credits, and a requirement that the Government Accountability Office report on the practices employed by state and local governments in allocating and using all GOZone tax credits.

The president is expected to sign the bill.
