UPDATE: On February 8, HUD announced that President Barack Obama’s FY17 request, to be released today at 11am ET, will include a “historic investment” in ending family homelessness. The HUD request will include $11 billion over the next 10 years, of which about $8.8 billion for the housing choice voucher program and about $2.2 billion for short term housing assistance. The request is also expected to include a request for discretionary spending in FY17 for 10,000 new vouchers; rapid rehousing assistance for 8,000 new families; 25,000 new units of supportive housing; and $25 million for testing innovative projects for youth experiencing homelessness. It appears that the $11 billion would be mandatory spending; the details will be revealed in today’s budget request release.

President Barack Obama will submit his FY17 budget request to Congress. The request will detail the Administration’s priorities for the coming fiscal year. While few details about the budget have been made public yet, Office of Management and Budget Director Shaun Donovan announced while speaking at a retirement celebration for NLIHC President and CEO Sheila Crowley on January 28 that the request will include “good news” on efforts to end homelessness. Director Donovan had previously announced that the budget will included funds for mobility counseling and expansion of the Choice Neighborhoods Initiative (CNI) (Memo, 1/19/16).
